=Title I:= Amends the provision of law dealing with the government of the Trust Territory of the Pacific Islands to authorize, for fiscal year 1977, the appropriation of funds authorized but not appropriated for 1975, 1976 and 1977.
Authorizes to be appropriated $90,000,000 for fiscal year 1978, $122,700,000 for fiscal year 1979, and $112,000,000 for fiscal year 1980.
Authorizes $13,515,000 to be appropriated for the government of the Northern Mariana Islands.
Authorizes $12,400,000 to be appropriated for the rehabilitation and resettlement of Enewetak Atoll.
Authorizes certain sums to be appropriated to compensate inhabitants of Rongelap Atoll and Utirik Atoll who have suffered varying degrees of radiation exposure. Authorizes the Secretary of the Interior to make an additional compassionate payment of not to exceed $100,000 to the heirs or legatees of an individual whose demise was directly related to a thermonuclear detonation as defined in this Act.
Authorizes the appropriation of $100,000 for the use of the island communities of Rongelap, Utirik and Bikini Atolls.
Authorizes the appropriation of such sums as may be necessary to satisfy the awards made by the Micronesian Claims Commission. Forbids the payment of certain awards until a 50 percent contribution towards such payment is received from the government of Japan.
=Title II:= Authorizes $15,000,000 to be appropriated to the Secretary for a grant to the Government of Guam to assist in typhoon rehabilitation, regrading and construction of public facilities, and maintenance of essential services. Amends the Guam Development Fund Act to authorize $1,000,000 to be appropriated to the Secretary to be paid to the Government of Guam annually for five fiscal years commencing in fiscal year 1978 to promote economic development on Guam.
Provides that the salary and expenses of the Comptroller's office shall be paid from funds authorized to be appropriated to the Department of the Interior.
Empowers the Legislature of Guam to levy a separate tax on all taxpayers not to exceed ten percent on all annual income tax obligations.
Grants authority and jurisdiction to the District Court of Guam to review claims of persons, their heirs or legatees, from whom interests in land on Guam were acquired other than through judicial condemnation proceedings, by the United States between July 21, 1944, and August 23, 1963. Declares that awards made pursuant to this Act shall be judgments against the United States.
Authorizes the appropriation of $25,000,000 for the purpose of making grants to the Government of Guam to meet the health care needs of Guam.
=Title III:= Requires the Secretary to assume the salary and expenses of the Comptroller of the Virgin Islands. Provides that the Legislature of the Virgin Islands may override the Governor's veto of legislation by a vote of two-thirds of all the members of the legislature. Allows the legislature of the Virgin Islands to revise the present six percent ad valorem customs duty on the importation of articles into the Virgin Islands.
=Title IV:= Directs the Secretary to submit to the Congress not later than January 1, 1978, a report on Federal programs available to the territories of the United States.
Authorizes to be appropriated to the Secretary for grants to the government of Guam not to exceed $15,000,000, and after October 1, 1977, for grants to the government of the Virgin Islands not to exceed $14,000,000, to compensate such territories for revenue losses occasioned by the Tax Reduction Act of 1975 and the Tax Reform Act of 1976.
Makes all laws referred to in the Covenant to Establish a Commonwealth of the Northern Mariana Islands in Political Union with the United States, except for those laws administered by the Social Security Administration and for Medicare, applicable to Guam and the Virgin Islands.
=Title V:= Authorizes any department or agency of the Government of the United States which administers any grant program to the Insular Areas pursuant to an Act of Congress to consolidate any or all grants made to such Areas.
