Amends the Motor Vehicle Information and Cost Savings Act to direct the Administrator of the Environmental Protection Agency to compute actual fuel consumption rates in testing of motor vehicle fuel economy under such Act. Specifies factors to be considered by the Administration in actual road tests of automobile models.
Directs the National Bureau of Standards to undertake a study of motor vehicle testing procedures in order to determine the most accurate and realistic method of determining actual fuel consumption rates.
Stipulates that this Act shall apply with respect to automobiles manufactured during and after model year 1979.
