Amends the Local Public Works Capital Development and Investment Act of 1976 to increase from 70 percent to 85 percent the amount of funds available to States and localities where unemployment exceeds the national average. Decreases from 30 percent to 15 percent the amount available for areas where unemployment exceeds six and one-half percent but is below the national average. Stipulates that areas with higher unemployment rates shall receive priority over other areas in the same category.
Increases the authorization of appropriations under such Act from $2,000,000,000 to $4,000,000,000.
