Creates, subject to the provisions of the District of Columbia Nonprofit Corporation Act, the United States World Hunger Relief Agency. Sets forth the functions of the Agency: (1) to alleviate suffering caused by calamities in foreign nations; (2) to contribute to solving the world hunger problem; and (3) to assist in developing the agricultural sectors of foreign nations.
Provides for a Board of Governors to be appointed by the President after consulting with the leaders of the House and Senate. Directs the Board to submit an administrative plan of operation to both houses of Congress, which shall take effect after 60 days unless disapproved by either House.
Requires the Secretary of the Treasury to provide a place on all Federal tax return forms for individuals to designate contributions for the Agency.
Authorizes the Agency to report to Congress on the costs, effects, and value of public and private food aid to foreign nations. Authorizes appropriations for the Agency.
