Establishes criminal penalties for anyone who, for the purpose of inducing a Federal, State, or local government employee to take or fail to take an action in the performace of an official function, knowingly and willfully makes a misrepresentation or false statement to the effect that a Member of Congress or Federal officer desires or seeks such action or inaction.
