Adds rule XLV to the Rules of the House of Representatives. Provides that the Congressional Record shall contain an accurate and verbatim account of remarks delivered on the floor of the House together with supportive data. Directs that revisions of the Record shall be limited to the correction of grammatical and typographical errors.
Allows insertions in the Record of remarks not actually delivered on the floor by unanimous consent. Requires that such insertions be printed in a type face distinctively different from that used for verbatim remarks.
