Automobile Efficiency Tax Incentive Act - Provides that the investment tax credit allowed under the Internal Revenue Code for automobile manufacturers shall be directly proportional to the production of passenger automobiles by such manufacturers with fuel consumption rates of 20 miles per gallon or more.
