Prohbiits the maintenance of permanent local and regional offices by executive agencies.
Requires the Director of the Office on Management and Budget to report to the Committees on the Budget of each House of Congress on the anticipated costs and savings resulting from this Act.
Authorizes appropriations of sums necessary to carry out the purposes of this Act.
