Expresses the sense of Congress that the President should exercise his powers to prohibit assistance to countries which grant sanctuary to international terrorists and suspend air service to countries which grant sanctuary to terrorist organizations which use hijacking of aircraft as an instrument of policy. Calls upon the President to instruct the U.S. Ambassador to the United Nations to seek the formation of a permanent international commission to conduct an ongoing study of the causes and prevention of terrorism.
Expresses the sense of Congress that the President should renew efforts to establish an international convention providing aviation sanctions against countries that refuse to punish or extradite persons responsible for unlawful acts against civil aviation.
