Flood Plains Conservation Act - Provides that all Federal agencies conducting, assisting, permitting, or supporting construction of water and related land development, urban and industrial development, agricultural development, highway development, airport development, other construction, or any related activity in or on the flood plains of the United States are directed to give priority consideration to the protection and preservation of flood plain resources and related values, and shall in formulating plans for flood prevention, flood control, flood routing, runoff and water flow retardation, drainage, soil conservation, erosion control, navigation and similar and related developments, or for assisting in planning and furthering such developments, select structural means and programs of flood plain management that will preserve, protect, and restore the natural flood capacity, soil conservation, and groundwater replenishment functions, the natural scenic, inspirational, esthetic, and recreational values, and the historic, archeologic, ecologic, and other scientific values of flood plains to the fullest practicable extent.
Provides that properties acquired pursuant to this Act shall be dedicated in perpetuity to uses which are compatible with intermittent flooding and which are in accord with the purposes of this Act.
Authorizes and directs the Secretary of the Interior to conduct and sponsor studies, surveys, and research related to the hydrologic and ecologic characteristics and values of the Nation's flood plains and to their management for the best interests of the people as a whole.
Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this Act.
