Directs the Secretary of the Department of Transportation to conduct a comprehensive, nationwide study of the effects of railroad abandonments. Requires that such study include the impact upon the heavy economic system of the transportation of freight and the movement of bulk commodities. Prohibits the Interstate Commerce Commission from authorizing any further abandonments of railway freight facilities until six months after the study has been completed.
