A bill to improve the effectiveness of the Federal Trade Commission, and for other purposes.

Provides that the Attorney General and Solicitor General shall conduct suits in which the United States is interested, except when the Federal Trade Commission requests otherwise in any proceeding to which it is a party.

Sets forth the time period within which any order of the Federal Trade Commission shall become effective.

States that, in the enforcement of any provision of this or any other Act enforced by the Commission, the Commission is authorized to act in its own name and through its own attorneys.

Provides, with specified exceptions, that under the Federal Reports Act, no Federal agency may conduct or sponsor the collection of information upon identical items from ten or more persons (other than Federal employees) unless plans for such collection have been submitted to and approved by the Director. Exempts from this provision collections by the Federal Trade Commission for law enforcement purposes.
