Provides that no payment shall be made from the civil service retirment fund unless an application for benefits based on the service of a Federal employee or Member of Congress is received in the Civil Service Commission before the one hundredth anniversary of his birth.
Provides that after the death of a Federal employee, Member of Congress, or annuitant, no benefit based on his service shall be paid from the fund unless an application thereafter is received in the Civil Service Commission within ten years after the death or other event which gives rise to title to the benefit.
