National Health Services Planning, Development, and Regulation Act - Establishes in the Executive Office of the President the Council of Health Advisors, composed of five members appointed by the President by and with the advice and consent of the Senate. Provides that the Council shall be responsible for (1) assessment of the status of the Nation's health and health services; (2) issuing guidelines respecting the appropriate supply, distribution, and organization of health resources and services; and (3) the conduct of studies and analysis with regard to the proper development of national health goals and guidelines.
Directs the Secretary of Health, Education, and Welfare to establish throughout the United States health areas with respect to which health service agencies shall be designated.
Defines "health service agency" as a nonprofit private corporation which is organized and operated as prescribed in this Act and which is capable of performing each of the health service functions as prescribed. Sets forth the legal structure, staff, and governing organization of a health service agency. Sets forth the functions of health service agencies including health service planning, monitoring of institutional health services within a health area, providing of technical assistance for planning and developing health service programs, and making of grants and contracts to assist in such planning and development.
Sets forth procedures and standards for grants to any entity for a project for the development, expansion, or support of health facilities, manpower, or services to be made with funds appropriated for a program under the Public Health Service Act, the Mental Retardation Facilities and Community Mental Health Centers Construction Act of 1963 or the Comprehensive Alcohol Abuse and Alcoholism Prevention, Treatment, and Rehabilitation Act of 1970.
Directs the Secretary to provide all necessary technical and other nonfinancial assistance to nonprofit private entities which (1) express a desire to be designated as a health service agency, and (2) the Secretary determines have a potential to meet the requirements for a health service agency as specified under this Act. Authorizes the Secretary to make grants to such nonprofit private entities to assist them in meeting the costs of meeting the organization and operation requirements of this Act. Sets forth the criteria for the making of such grants.
Provides that for each health area established under this Act the Secretary shall designate a health service agency, such designation to be made under agreement that the agency carry out the provisions of this Act.
Directs the Secretary to make in each fiscal year a grant to each health service agency for the operation of such agency, such grant to be not less than $375,000.
Directs the Secretary to make additional grants to each health service agency to carry out the provisions of this Act. Directs the Secretary to review in detail at least every three years the structure, operation, and activities of each health service agency.
Directs the Secretary to enter into an agreement with a qualified agency of each State whereby such agency shall be designated as the State Health Commission for such State for the purposes of the performance within each State of the regulatory function described in this Act. Sets forth the State Health Commission regulatory functions, including certification of needed health services as recommended by the health service agencies and approval of health planning by the health service agencies. Sets forth procedures to be followed by State Health Commissions in the performance of their functions. Authorizes the Secretary to make grants for the development and operation of State Health Commissions.
Authorizes the Secretary to make loans to public and nonprofit private entities and guarantee to non-Federal lenders payment of principal of, and interest on, loans made by such lenders to nonprofit private entities to assist in meeting the costs of construction projects for health facilities. Sets forth general procedures with respect to such loans and loan guarantees.
Sets forth regulations with respect to accounting and reporting systems for the administration of the provisions of this Act.
Prohibits the Cost of Living Council, or any other administrative unit established under the Economic Stabilization Act of 1971, from applying any requirement to any entity within the health services industry which is in addition to, or different from, any requirement applied generally throughout the economy.
Authorizes appropriations to carry out the provisions of this Act.
Makes various technical and conforming amendments to the Public Health Service Act.
