Requires the President, with the advice and consent of the Senate, to appoint a Special Prosecutor of the United States from the lists of not more than three individuals nominated for such appointment by each of the following: the American Bar Association, the American Trial Lawyers Association, the Association of American Law Schools, the National District Attorneys Association, and the National Bar Association. States that it shall be the duty of the Special Prosecutor to investigate and prosecute any offense against the United States arising out of any campaign with respect to the election in 1972 for the Office of President.
Provides that the Special Prosecutor shall have full authority to undertake any action he deems necessary and proper for the performance of his duties under this Act. States that the Special Prosecutor may be removed by the President only for good cause established and determined by the Civil Service Commission on the record after opportunity for hearing.
