This bill repeals provisions excluding any matter or question concerning professional conduct or competence; peer review; or the establishment, determination, or adjustment of employee compensation from the applicability of collective bargaining rights for Veterans Health Administration employees.

A BILL
To amend title 38, United States Code, to modify authorities relating
to the collective bargaining of employees in the Veterans Health
Administration.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``VA Employee Fairness Act of 2021''.
SEC. 2. MODIFICATION OF AUTHORITIES ON COLLECTIVE BARGAINING OF
EMPLOYEES OF THE VETERANS HEALTH ADMINISTRATION.
Section 7422 of title 38, United States Code, is amended--
(1) by striking subsections (b), (c), and (d); and
(2) by redesignating subsection (e) as subsection (b).
