Low Income Heating Improvement Act - Amends the Low-Income Home Energy Assistance Act of 1981 to revise the formula for a state's allotment percentage for low-income home energy assistance to make it the percentage the state would have received under such Act as originally enacted in the Omnibus Budget Reconciliation Act of 1981.

A BILL
To revise the formula for allocating funding to States under the Low-
Income Home Energy Assistance Act of 1981.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Low Income Heating Improvement
Act''.
SEC. 2. LIHEAP STATE ALLOCATION FORMULA.
Section 2604(a)(2) of the Low-Income Home Energy Assistance Act of
1981 (42 U.S.C. 8623(a)(2)) is amended to read as follows:
``(2) For purposes of paragraph (1), a State's allotment percentage
is the percentage which that State would have received under this
section as enacted in Public Law 97-35.''.
