A BILL
To amend the Housing and Community Development Act of 1974 to authorize
communities to use community development block grant funds for
construction of tornado-safe shelters in manufactured home parks.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Tornado Shelters Act''.
SEC. 2. CDBG ELIGIBLE ACTIVITIES.
(a) In General.--Section 105(a) of the Housing and Community
Development Act of 1974 (42 U.S.C. 5305(a)) is amended--
(1) in paragraph (22), by striking ``and'' at the end;
(2) in paragraph (23), by striking the period at the end
and inserting a semicolon; and
(3) by inserting after paragraph (23) the following:
``(24) the construction or improvement of tornado- or
storm-safe shelters for manufactured housing parks and
residents of other manufactured housing, the acquisition of
real property for sites for such shelters, and the provision of
assistance (including loans and grants) to nonprofit or for-
profit entities (including owners of such parks) for such
construction, improvement, or acquisition, except that a
shelter assisted with amounts made available pursuant to this
paragraph--
``(A) shall be located in a neighborhood consisting
predominantly of persons of low- and moderate-income;
and
``(B) may not be made available exclusively for use
of the residents of a particular manufactured housing
park or of other manufactured housing, but shall
generally serve the residents of the area in which it
is located; and''.
(b) Authorization of Appropriations.--In addition to any amounts
otherwise made available for grants under title I of the Housing and
Community Development Act of 1974 (42 U.S.C. 5301 et seq.), there is
authorized to be appropriated for assistance only for activities
pursuant to section 105(a)(24) of that Act, $50,000,000 for fiscal year
2002.
SEC. 3. USE OF AMERICAN PRODUCTS.
(a) Purchase of American-Made Equipment and Products.--It is the
sense of the Congress that, to the greatest extent practicable, all
equipment and products purchased with funds made available for the
activities authorized under the amendments made by this Act should be
American-made.
(b) Notice Requirement.--In providing financial assistance to, or
entering into any contract with, any entity using funds made available
for the activities authorized under the amendments made by this Act,
the Secretary of Housing and Urban Development, to the greatest extent
practicable, shall provide to that entity a notice describing the
statement made in subsection (a) by the Congress.
