States that the Team shall consist of representatives of the Departments of the Treasury, State, Justice, Defense, and Commerce, the Federal Bureau of Investigation, the Central Intelligence Agency, and any other Federal department or agency that the Special Advisor deems appropriate.
Authorizes appropriations for FY 2003.

A BILL
To authorize the establishment of a National Cyber Security Defense
Team for purposes of protecting the infrastructure of the Internet from
terrorist attack.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``National Cyber Security Defense Team
Authorization Act''.
SEC. 2. NATIONAL CYBER SECURITY DEFENSE TEAM.
(a) Authorization To Establish.--The Special Advisor to the
President for Cyberspace Security may establish a team of
representatives of various Federal departments and agencies, which team
shall be known as the ``National Cyber Security Defense Team'' (in this
section referred to as the ``Team'').
(b) Functions.--The functions of the Team are as follows:
(1) To identify segments of the infrastructure of the
Internet (including software, hardware, and other physical
infrastructure) that are vulnerable to terrorist attack.
(2) To make recommendations to departments and agencies of
the Federal Government, State and local governments, and
private entities regarding means of eliminating the
vulnerabilities identified under paragraph (1).
(3) To carry out any other activities relating to the
protection of the infrastructure of the Internet from terrorist
attack that the President considers appropriate.
(c) Direction and Control.--The activities of the Team shall be
subject to the direction and control of the President, acting through
the National Security Council.
(d) Composition of Team.--(1) The Team shall consist of
representatives of the following:
(A) The Department of the Treasury.
(B) The Department of State.
(C) The Department of Justice.
(D) The Department of Defense.
(E) The Department of Commerce.
(F) The Federal Bureau of Investigation.
(G) The Central Intelligence Agency.
(H) Any other department or agency of the Federal
Government that the Special Advisor to the President for
Cyberspace Security considers appropriate.
(2) The representative of a department or agency under paragraph
(1) shall be designated by the head of the department or agency, in
consultation with the Special Advisor.
(3) The Team may also include one or more individuals who are not
officers or employees of the Federal Government if the Special Advisor
considers the presence of such individual or individuals on the Team
appropriate.
