Conditions such conveyance on the Association: (1) granting current property leaseholders the option of purchasing or continuing to lease their properties; and (2) reimbursing administrative costs incurred by the Secretary.
Requires the Secretary to establish use restrictions with respect to each conveyed property ensuring: (1) public access to reservoir shorelines; and (2) that operation of the reservoirs shall not result in liability of the United States, the Elephant Butte Irrigation District, or the El Paso County Water Improvement District for damages incurred by any property owner.
Requires each leaseholder to reimburse the Association for a proportionate share of the costs it incurred in completing the transactions pursuant to this Act, including any interest charges.
Sets forth requirements regarding notification and resolution of a dispute or claim against the Association by any such leaseholder.
