Title I: Oil Region National Heritage Area - Oil Region National Heritage Area - (Sec. 103) Establishes the Oil Region National Heritage Area in Pennsylvania.
Designates the Oil Heritage Region, Inc. as the management entity.
(Sec. 105) Prohibits the use of funds under this title to acquire real property.
(Sec. 106) Authorizes the Secretary to provide technical and financial assistance.
Directs the Secretary, acting through the Historic American Building Survey and the Historic American Engineering Record, to conduct studies to document the industrial, engineering, building, and architectural history of such Area.
(Sec. 109) Authorizes appropriations. Limits Federal cost sharing to 50 percent.
Title II: Arabia Mountain National Heritage Area - Arabia Mountain Heritage Area Act of 2002 - (Sec. 204) Establishes the Arabia Mountain National Heritage Area in Georgia.
Designates the Arabia Mountain Heritage Alliance as the management entity.
(Sec. 205) Prohibits the use of funds under this title to acquire real property.
(Sec. 207) Authorizes the Secretary to provide technical and financial assistance for developing and implementing the management plan.
(Sec. 209) Authorizes appropriations. Limits Federal cost sharing to 50 percent.
Title III: Freedom's Way National Heritage Area - Freedom's Way National Heritage Area Act - (Sec. 304) Establishes the Freedom's Way National Heritage Area encompassing 36 communities in Massachusetts and six communities in New Hampshire that have made important and distinctive contributions to the national character of America.
Designates the Freedom's Way Heritage Association, Inc. as the management entity.
(Sec. 306) Prohibits the use of funds under this title to acquire real property.
(Sec. 307) Authorizes the Secretary to provide technical and financial assistance for developing and implementing the management plan.
(Sec. 309) Authorizes appropriations. Limits Federal cost sharing to 50 percent.
Title IV: Great Basin National Heritage Area - Great Basin National Heritage Area Act of 2002 - (Sec. 404) Establishes the Great Basin National Heritage Area (Nevada and Utah).
Designates the Great Basin Heritage Area Partnership as the management entity.
(Sec. 407) Prohibits the use of Federal funds received under this title to acquire real property.
(Sec. 408) Authorizes the Secretary, upon the Partnership's request, to provide technical and financial assistance for developing and implementing the management plan and memorandum of understanding.
(Sec. 410) Authorizes appropriations. Limits Federal cost sharing to 50 percent.
Title V: Northern Rio Grande National Heritage Area - Northern Rio Grande National Heritage Area Act - (Sec. 504) Establishes the Northern Rio Grande National Heritage Area, including the counties of Santa Fe, Rio Arriba, and Taos, New Mexico.
Designates Northern Rio Grande National Heritage Area, Inc. as the management entity.
(Sec. 505) Prohibits the use of Federal funds received under this title to acquire real property.
(Sec. 506) Authorizes the Secretary to provide technical and financial assistance for developing and implementing the management plan.
(Sec. 509) Authorizes appropriations. Limits the amount that may be authorized for any fiscal year. Limits Federal cost sharing to 50 percent.
Title VI: National Mormon Pioneer Heritage Area - National Mormon Pioneer Heritage Area Act - (Sec. 604) Establishes the National Mormon Pioneer Heritage Area in Utah.
(Sec. 605) Designates the Utah Heritage Highway 89 Alliance as the management entity.
Prohibits the Alliance from using Federal funds provided under this title to acquire real property.
(Sec. 607) Authorizes the Secretary of the Interior to provide technical assistance for developing and implementing the management plan.
(Sec. 609) Authorizes appropriations. Limits the Federal cost sharing to 50 percent.
Title VII: John H. Chafee Blackstone River Valley National Heritage Corridor - (Sec. 701) Authorizes appropriations for the John H. Chafee Blackstone River Valley National Heritage Corridor in Massachusetts and Rhode Island for FY 2003 through 2007.
Title VIII: Crossroads of the American Revolution National Heritage Area - Crossroads of the American Revolution National Heritage Area Act of 2002 - (Sec. 804) Establishes the Crossroads of the American Revolution National Heritage Area in New Jersey.
Designates the Crossroads of the American Revolution Association, Inc. as the management entity.
(Sec. 806) Bars the Association from using Federal funds received under this Act to acquire real property.
(Sec. 807) Authorizes the Secretary to provide technical and financial assistance for developing and implementing the management plan.
(Sec. 808) Authorizes appropriations. Limits Federal cost sharing to 50 percent.
Title IX: National Aviation Heritage Area - National Aviation Heritage Area Act - (Sec. 904) Establishes the National Aviation Heritage Area in Ohio and Indiana.
(Sec. 905) Designates the Aviation Heritage Foundation as the management entity.
Prohibits the Foundation from using Federal funds received under this Act to acquire real property.
(Sec. 907) Authorizes the Secretary to provide technical and financial assistance for developing and implementing the management plan.
(Sec. 908) Requires coordination between the Secretary of the Interior and the Secretary of Defense and the Administrator of the National Aeronautics and Space Administrations (NASA).
(Sec. 909) Authorizes appropriations. Limits Federal cost sharing to 50 percent.
(Sec. 910) Terminates assistance after 15 years.
(Sec. 911) Requires the Secretary of the Interior to update and report to Congress on the study required under the Dayton Aviation Heritage Preservation Act of 1992 detailing alternatives for incorporating the Wright Company factory as a unit of the Dayton Aviation Heritage National Historical Park.
Title X: Champlain Valley National Heritage Partnership - Champlain Valley National Heritage Partnership Act of 2002 - (Sec. 1004) Establishes the Champlain Valley National Heritage Partnership in Vermont and New York State. Designates the Lake Champlain Basin Program as the management entity.
Permits the interim use of an existing plan, "Opportunities for Action, an Evolving Plan For Lake Champlain."
Prohibits the Program from using Federal funds received under this Act to acquire real property.
(Sec. 1006) Authorizes appropriations. Limits Federal cost sharing to 50 percent.
(Sec. 1007) Terminates assistance after 15 years.
Title XI: Blue Ridge National Heritage Area - Blue Ridge National Heritage Area Act of 2002 - Blue Ridge National Heritage Area Act of 2002 - (Sec.1104) Establishes the Blue Ridge National Heritage Area in North Carolina.
Designates the Blue Ridge National Heritage Area Partnership as the management entity.
(Sec. 1105) Prohibits the Partnership from using Federal funds received under this Act to acquire real property.
(Sec.1107) Authorizes the Secretary to provide technical and financial assistance.
(Sec.1108) States that private property rights and other specified authority to regulate land use remain unaffected by this Act.
(Sec. 1109) Authorizes appropriations. Limits Federal cost sharing to 50 percent.
(Sec. 1110) Terminates assistance after 15 years.
Title XII: Atchafalaya National Heritage Area - Atchafalaya National Heritage Area Act - (Sec. 1205) Establishes the Atchafalaya National Heritage Area in Louisiana.
Designates the Atchafalaya Trace Commission as the local coordinating entity.
(Sec. 1206) Prohibits the use of Federal funds received under this Act to acquire real property.
(Sec. 1208) Limits Federal cost sharing to 50 percent.
(Sec. 1209) States that other, specified land use authorities remain unchanged.
