Directs the Secretary, with the Secretary of the Treasury, to develop improved guidance for defined benefit plan administrators, with respect to requirements for such plans which express accrued benefits in the form of an account balance, including further assistance relating to all factors involved in determining lump sum distributions of accrued benefits.
