To establish the Department of National Homeland Security and the National Office for Combating Terrorism.
Transfers to the Department the Federal Emergency Management Agency, the Customs Service, specified portions of the Immigration and Naturalization Service responsible for law enforcement and border management, the Coast Guard, the Critical Infrastructure Assurance Office, the National Infrastructure Protection Center and the National Domestic Preparedness Office of the Federal Bureau of Investigation, and a specified portion of the Animal and Plant Health Inspection Service of the Department of Agriculture.
Establishes: (1) within the Department Directorates of Prevention, Critical Infrastructure Protection, and Emergency Preparedness and Response and an Office of Science and Technology; (2) an Acceleration Fund for Research and Development of Homeland Security Technologies; (3) within the Executive Office of the President the National Office for Combating Terrorism; (4) a National Combating Terrorism and Homeland Security Council; and (5) a National Homeland Security Panel.
Requires development of an annual consolidated proposed National Terrorism Prevention and Response Program Budget.
