Sets forth administrative provisions regarding: (1) withdrawal of such lands from further entry or appropriation under public land, mining, or mineral leasing laws; and (2) use of such lands for navigation training exercises by the Colorado Army National Guard, hunting and fishing, and livestock grazing.
Prohibits the development of any new water resource facility. Directs the Secretary of Agriculture to consult with the Colorado Water Conservation Board regarding instream flow protection recommendations. Authorizes the Secretary to make grants to the Colorado Department of Natural Resources for compensating willing parties for any water rights within or upstream of the Wilderness Area.
Authorizes the evaluation of adjacent areas for inclusion in the National Wilderness Preservation System.
