Authorizes States, in making assistance available for the upgrading of wastewater treatment facilities under provisions regarding the Long Island Sound, to give priority to a distressed community. Permits subsidies (including forgiveness of principal) on loans made to such communities for implementation of the Comprehensive Conservation and Management Plan for Long Island Sound (Plan). Limits the total amount of subsidies made by a State for each fiscal year to 30 percent of the amount of the capitalization grant received by the State for its State Water Pollution Control Revolving Fund under the Act.
Extends through FY 2003 the authorization of appropriations for: (1) carrying out the Management Conference; and (2) making grants for projects and studies to implement the Plan. Increases the maximum amount available for such grants.
