Requires the management entity to develop and submit to the Secretary for approval a management plan for the Heritage Area. Makes the Heritage Area ineligible for Federal funding if such plan is not submitted within three years of this Act's enactment date.
Describes duties of the management entity, including to: (1) assist governments and organizations in increasing public awareness, and developing recreational resources, of the Heritage Area; and (2) encourage economic viability in the Heritage Area.
Prohibits the management entity from using Federal funds received under this Act to acquire real property or interests in real property. Authorizes the management entity to spend Federal funds on non-federally owned property to further this Act's purposes.
Authorizes the Secretary, upon request of the management entity, to provide technical and financial assistance to the management entity to develop and implement the management plan.
Bars the Secretary from providing any assistance under this Act after September 30, 2015.
Authorizes appropriations. Limits Federal funding to 50 percent of the total cost of any assistance or grant under this Act.
