A BILL
To provide funding for the academic programs of the National
Aeronautics and Space Administration.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``National Aeronautics and Space
Administration Academic Opportunities Act for Fiscal Years 2000, 2001,
and 2002''.
SEC. 2. FINDINGS.
The Congress finds the following:
(1) Education in mathematics and science is critically
important preparation for the workplace of the 21st century.
(2) A citizenry proficient in mathematics and science is
required if the United States is to remain economically
competitive in the world marketplace of the future.
(3) Proficiency in mathematics and science is necessary for
our citizens to fully participate as informed members of a
democratic society.
(4) The academic programs of the National Aeronautics and
Space Administration provide an effective means of advancing
education in mathematics and science.
(5) The National Space Grant College and Fellowship
program, managed by the National Aeronautics and Space
Administration, is an important and cost-effective way to help
prepare students for the workplace of the future.
(6) The National Aeronautics and Space Administration's
programs in support of historically black colleges and
universities, as well as in support of other minority
universities, including Hispanic-serving institutions, tribal
colleges and universities, and organizations serving
substantial numbers of people with disabilities, have proven to
be vital components of the Nation's initiatives to improve
education in mathematics and science.
(7) There is a need to expand the academic programs of the
National Aeronautics and Space Administration to increase and
broaden activities at the Nation's 2-year and community
colleges.
SEC. 3. AUTHORIZATION OF APPROPRIATIONS.
There are authorized to be appropriated to the National Aeronautics
and Space Administration for academic programs--
(1) $160,000,000 for fiscal year 2000, of which--
(A) $30,000,000 shall be for the National Space
Grant College and Fellowship program; and
(B) $70,000,000 shall be for minority university
research and education at institutions such as
Hispanic-serving institutions (as that term is defined
in section 316(b)(1) of the Higher Education Act of
1965 (20 U.S.C. 1059c(b)(1))) and tribally controlled
community colleges (as that term is defined in section
2(a)(4) of the Tribally Controlled Community College
Assistance Act of 1978 (25 U.S.C. 1801(a)(4))),
including $38,000,000 for historically black colleges
and universities;
(2) $168,000,000 for fiscal year 2001, of which--
(A) $33,000,000 shall be for the National Space
Grant College and Fellowship program; and
(B) $73,000,000 shall be for minority university
research and education at institutions such as
Hispanic-serving institutions (as that term is defined
in section 316(b)(1) of the Higher Education Act of
1965 (20 U.S.C. 1059c(b)(1))) and tribally controlled
community colleges (as that term is defined in section
2(a)(4) of the Tribally Controlled Community College
Assistance Act of 1978 (25 U.S.C. 1801(a)(4))),
including $40,000,000 for historically black colleges
and universities; and
(3) $178,000,000 for fiscal year 2002, of which--
(A) $36,000,000 shall be for the National Space
Grant College and Fellowship program; and
(B) $77,000,000 shall be for minority university
research and education at institutions such as
Hispanic-serving institutions (as that term is defined
in section 316(b)(1) of the Higher Education Act of
1965 (20 U.S.C. 1059c(b)(1))) and tribally controlled
community colleges (as that term is defined in section
2(a)(4) of the Tribally Controlled Community College
Assistance Act of 1978 (25 U.S.C. 1801(a)(4))),
including $43,000,000 for historically black colleges
and universities.
