Outlines various surveillance (including study), prevention, and educational measures concerning HPV. Directs the Secretary of Health and Human Services (HHS) under PHSA to require all its publicly available informational materials related to condoms or sexually transmitted diseases to specifically state the effectiveness or lack of effectiveness of condoms in preventing the transmission of HPV, herpes, and other sexually transmitted diseases. Requires under the Food and Drug Act that the labeling of condoms indicate that condoms do not effectively prevent the transmission of HPV and that such virus can cause cervical cancer.
