Requires the Director of the Federal Emergency Management Agency (FEMA) to pay the State of New York an amount (up to $20 million) equal to the expenses incurred by the State of New York and Nassau County, Suffolk County, and New York City, New York (but not reimbursed by the Federal Government under other law), as a result of the crash of Trans World Airlines flight 800 on July 17, 1996.
