Prohibits Members of Congress from receiving any automatic pay adjustment which would otherwise take effect in 1998 under the Legislative Reorganization Act of 1946. Requires the annual rate of pay for Members, if increased before this Act becomes law, to be restored to the rate which was in effect before such increase.

Committee on House Oversight, and in addition to the Committee on
Government Reform and Oversight, for a period to be subsequently
determined by the Speaker, in each case for consideration of such

A BILL
To prevent Members of Congress from receiving any automatic pay
adjustment which might otherwise take effect in 1998.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. NO AUTOMATIC PAY ADJUSTMENT.
(a) In General.--The rate of pay for each office or position
referred to in section 601(a)(1) of the Legislative Reorganization Act
of 1946 (2 U.S.C. 31(1))--
(1) shall not be increased by reason of any adjustment
which, but for this section, would otherwise take effect under
section 601(a)(2) of such Act in 1998; or
(2) if so increased before this Act becomes law, shall be
restored, as of the date of enactment of this Act, to the rate
of pay which was in effect for such office or position
immediately before such date of enactment.
(b) Specific Reference Requirement.--Subsection (a) shall not be
superseded except by a provision of law that specifically repeals,
modifies, or supersedes such subsection.
