Amends the Federal Land Policy and Management Act of 1976 to direct: (1) the Secretary of Agriculture to establish a fair market value grazing fee with respect to National Forest System lands in the 16 contiguous Western States (except National Grasslands) administered by the Forest Service; and (2) the Secretary of the Interior to establish similar fees with respect to public domain lands administered by the Bureau of Land Management. Makes such fees effective as of March 1, 1998.
Sets forth the formula for calculating fair market value.
Abolishes certain grazing advisory boards.
