Amends the Clean Air Act to authorize a State in which all or part of a severe ozone nonattainment area is located to submit a plan revision requiring employers in such area to implement programs to reduce work-related vehicle trips and miles by employees. (Current law requires such States to submit such revision within two years of the enactment of the Clean Air Act Amendments of 1990.)
Authorizes such revision to require employers in such areas to increase average passenger occupancy per vehicle in commuting trips between home and workplace during peak travel periods. (Current law requires specified increases in average passenger occupancy.)
Authorizes any State required to submit such a revision under provisions in effect before the date of this Act's enactment to remove such provisions from the implementation plan, or withdraw its submission, subject to specified requirements, if the State notifies the Administrator that it has undertaken, or will undertake, alternative methods that will achieve emission reductions equivalent to those to be achieved by the removed or withdrawn provisions.
