Amends the Clean Air Act to direct the Administrator of the Environmental Protection Agency, notwithstanding provisions for the accelerated phase-out of class I substances (primarily chlorofluorocarbons and halons) or any other provision of law, to promulgate regulations allowing the production of chlorofluorocarbons and halons listed as class I substances to the extent that production does not exceed the limitations set forth in production phase-out schedules, thus superseding any previous regulation relating to the phase-out of the production or consumption of such substances. Permits any unused allowances of any producer or consumer to be equitably redistributed to other producers and consumers.
