Res. 173, the House proceeded with one hour of debate on the motion to recommit with instructions that the Committee report the bill back to the House with an amendment in the nature of a substitute which would give the Congress and the states the power to prohibit burning, trampling, soiling, or rendering the flag of the United States. The amendment would also direct the Congress to develop a legal definition of what a flag is and to prescribe procedures for the proper disposal of worn or damaged flags.
