Federal Mandate Accountability and Reform Act of 1994 - Requires Federal agencies to provide the Director of the Congressional Budget Ofice (CBO) with any information and assistance requested to assist such official in performing his or her responsibilities under this Act. Exempts specified legal areas such as Federal legislation or regulation enforcing individual constitutional rights from the requirements of this Act.
Title I: Legislative Accountability and Reform - Establishes: (1) requirements for committee reports accompanying legislation that imposes a Federal mandate, including requirements for requesting CBO studies in the early part of each Congress of the potential budgetary and financial impact of Federal mandates in legislation expected to be considered in that Congress; (2) requirements for CBO analyses and preparation of statements on the estimated direct costs to State, local, and tribal governments (intergovernmental costs) and the private sector of complying with any Federal mandates in legislation reported by authorization and conference committees; and (3) procedures for authorization committees, including procedures for identifying Federal mandates to CBO and, in the case of the Senate, procedures for considering reported legislation analyzed by CBO.
Authorizes appropriations.
Title II: Regulatory Accountability and Reform - Establishes requirements for Federal agency: (1) assessment of the effects of agency regulations on State, local, and tribal governments, including resources available for carrying out any regulatory mandates; (2) involvement of affected governments in the development of regulatory mandates; (3) development of appropriate plans for notifying, involving, and advising such governments before proposed mandates are developed; (4) minimization of mandate burdens on such governments; and (5) preparation of written statements containing summary analyses of proposed mandates for inclusion in the promulgation of any general notice of proposed rulemaking or final rule involving a proposed mandate likely to result in small government expenditures of $100 million or more. Authorizes appropriations.
(Sec. 203) Requires the Director of the Office of Management and Budget to: (1) collect such statements and forward them to CBO after promulgation of notices or final rules; and (2) establish pilot programs for testing regulatory approaches for reducing mandate burdens on small governments.
Title III: Baseline Study - Directs the Director of the Bureau of the Census to study certain issues involved in calculating intergovernmental compliance costs and benefits. Authorizes appropriations.
Title IV: Judicial Review; Sunset - Prohibits any judicial or administrative review under this Act.
(Sec. 402) Sets forth termination dates for specified provisions of this Act.
