Authorizes the Secretary of Transportation to issue a certificate of documentation for two named vessels for employment in the coastwise trade the United States, subject to the condition that the owner of such vessels submit to the Secretary a letter of intent to enter into a contract for the construction of a certain-sized passenger vessel.
