To amend the Congressional Budget Act of 1974 to provide for allocations of authorizations of budget authority to authorizing committees of the House of Representatives and the Senate.

Amends the Congressional Budget Act to require joint explanatory statements accompanying conference reports on concurrent resolutions on the budget to include allocations of authorizations of budget authority to authorizing committees of the House of Representatives and the Senate.
