Reclamation Drought Response Act of 1991 - Authorizes the Secretary of the Interior to: (1) prepare and implement cooperative drought contingency plans for the prevention or mitigation of the adverse effects of drought; (2) make loans for certain prevention or mitigation activities; (3) purchase water for Federal reclamation project and nonproject water users; (4) provide technical assistance to certain States and U.S. territories for drought contingency planning; and (5) conduct a Precipitation Management Technology Transfer Program to help alleviate problems caused by precipitation variability and droughts in the West.
Authorizes establishment of the Reclamation Drought Response Fund for defraying expenses necessary to implement cooperative drought contingency plans and to make loans for prevention or mitigation activities.
Outlines provisions regarding operational costs for the delivery of water under cooperative drought contingency plans.
Authorizes appropriations.
