To amend title 31, United States Code, to reduce the time period within which a member of the uniformed services or a Federal employee may make a claim against the Federal Government for losses to personal property incident to service when the personal property is in a commercial shipment or storage arranged or reimbursed by the Government.

Amends Federal law to reduce from two years to one year the time period within which a member of the uniformed services or a Federal employee may make a claim against the Federal Government for losses of personal property incident to service when the personal property is in a commercial shipment or storage arranged or reimbursed by the Government.
