Small Lakes Restoration Act of 1992 - Amends the Federal Water Pollution Control Act to require the Administrator of the Environmental Protection Agency to make grants to States to: (1) carry out specified procedures to restore water quality and biological integrity of small lakes; and (2) assist local entities in obtaining information to demonstrate their need for assistance for lake water quality assessment activities.
Authorizes appropriations.

IN THE HOUSE OF REPRESENTATIVES August 11, 1992 Mr. JONTZ introduced the following bill; which was referred to the Committee on Public Works and Transportation A BILL To amend the Federal Water Pollution Control Act to provide assistance to States for the purpose of restoring the water quality and biological integrity of small lakes, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the `Small Lakes Restoration Act of 1992'. SEC. 2. SMALL LAKES PROGRAM. Section 314 of the Federal Water Pollution Control Act (33 U.S.C. 1324) is amended by adding at the end the following new subsection: `(e) SMALL LAKES PROGRAM- `(1) GRANTS- The Administrator shall make grants to States to carry out methods and procedures approved by the Administrator under subsection (a) to restore the water quality and biological integrity of small lakes. Such assistance shall be in addition to any assistance provided under subsection (b). `(2) ELIGIBILITY- In order to be eligible to receive a grant under this subsection, a State must be eligible to receive a grant under subsection (b). `(3) FEDERAL SHARE- The Federal share of the cost of activities carried out using grants made available under this subsection shall be 85 percent. `(4) SMALL LAKE DEFINED- For the purposes of this subsection, the term `small lake' means a lake which covers an area of not greater than 1,500 acres. `(5) AUTHORIZATION OF APPROPRIATIONS- There is authorized to be appropriated to carry out this subsection $10,000,000 per fiscal year for each of fiscal years 1993, 1994, 1995, 1996, and 1997.'. SEC. 3. LAKE WATER QUALITY ASSESSMENT. Section 314 of the Federal Water Pollution Control Act is further amended by adding at the end the following new subsection: `(f) LAKE WATER QUALITY ASSESSMENT- `(1) GRANTS- The Administrator shall make grants to States in order to assist local entities obtain information demonstrating their need and eligibility for other assistance made available under this section. `(2) ELIGIBLE ACTIVITIES- Activities eligible for assistance under this subsection include the following: `(A) Acquisition of new or updated physical, chemical, and biological information relating to a lake and surface and ground water which may be tributary to the lake. `(B) Definition of a lake's watershed boundaries and subboundaries. `(C) Description and mapping of existing and potential land conditions and uses within a lake's watershed which may affect the water quality of the lake. `(D) Identification and evaluation of existing methods of lake pollution control. `(E) Acquisition of information on demographics and lake usage necessary for the development of a long-term lake improvement plan. `(F) Analysis and dissemination of information pertaining to lake improvement. `(G) Development of alternative management strategies, plans, and specific project designs which are necessary to identify appropriate lake protection or improvement projects. `(3) MAXIMUM GRANT AMOUNTS TO LOCAL ENTITIES- In providing assistance to a local entity with grant amounts made available under this subsection, a State may provide the local entity with not more than 2 grants. Each such grant shall be in an amount of not to exceed $10,000. `(4) FEDERAL SHARE- The Federal share of the cost of activities carried out using grants made available under this subsection shall be 75 percent. `(5) AUTHORIZATION OF APPROPRIATIONS- There is authorized to be appropriated to carry out this subsection $3,000,000 per fiscal year for each of fiscal years 1993, 1994, 1995, 1996, and 1997.'.
