Directs the Secretary of the Interior, acting through the National Park Service and utilizing the lands and facilities of the Golden Gate National Recreation Area, to establish a technical assistance program in cooperation with the Secretary of Commerce (acting through the Paul F. Romberg Tiburon Center in Marin County, California), to assist universities and nonprofit organizations in the development and implementation of projects to use drought resistant plant species which require minimal watering and upkeep in landscaping applications where the use of such species will be compatible with native plant species and will conserve scarce water resources. Authorizes appropriations.
