Designates approximately 100 acres for the East Saint Louis extension of the Jefferson National Expansion Memorial.
Repeals provisions requiring the Secretary of the Interior to approve the plan for the extension.
Authorizes increased funding for land acquisition for the extension. Denies authorization of appropriations for acquisition, removal, or relocation of the grain elevator and business within the East St. Louis unit of the Memorial. Removes the present authorization ceiling on extension development.
Provides that Federal funds expended for extension development may not exceed 75 percent of the actual cost of such development, with the remaining share of such costs to be provided from non-Federal funds, materials, or services, or a combination thereof. Specifies under what conditions credit towards the 25 percent match shall be given. Requires any non-Federal expenditure for acquisition, removal, or relocation of the grain elevator and business to be charged to the non-Federal cost share.
Requires the Secretary of the Interior to develop a study for the Congress of alternatives to, and costs associated with, the removal of the grain elevator within the East St. Louis unit of the Memorial.
