Chappell, Jr. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. PAYMENT OF CLAIM. The Secretary of the Treasury shall pay, out of any money in the Treasury not otherwise appropriated, the sum of $53,773.23 to Earl B. Chappell, Jr., of Virginia Beach, Virginia. The sum represents interest on the amount erroneously deducted from the backpay paid to Earl B. Chappell, Jr., in November 1974 pursuant to his reinstatement to a civil service position with the United States Navy, and not remitted to him until February 19, 1986. Payment of the sum shall be in full satisfaction of any claim of Earl B. Chappell, Jr., against the United States for damages relating to the amount deducted from his backpay award. SEC. 2. LIMITATION ON ATTORNEYS FEES. No amount exceeding 10 percent of a payment made under section 1 shall be paid to or received by any agent or attorney in consideration for services rendered in connection with the payment. Any violation of this section shall be a misdemeanor punishable by a fine of not more than $1,000.
