Urges the President to: (1) support and negotiate with the United Nations (UN) to earmark funds, in the range of 25 percent of the monies collected for the UN Commission Fund, for the costs of oil spill cleanup and restoration of the Arabian Gulf Region, including the costs incurred by the U.S. Coast Guard; (2) enhance U.S. cooperation and assistance among the Coast Guard and other Federal agencies in providing expertise to the Governments of Saudi Arabia and Kuwait in cleanup and restoration activities; (3) instruct the Chairman of the Council on Environmental Quality to determine if international agreements are adequate to deter, respond to, impose liability for, and punish those responsible for crimes against the environment during international armed conflict; (4) transmit to the Congress, within six months, a detailed written account of the results of the review; and (5) determine whether, upon completion of the review, the United States should initiate negotiations within the United Nations or other appropriate international fora to amend international agreements to further develop international restrictions to protect the environment during international armed conflict.
