IN THE HOUSE OF REPRESENTATIVES April 13, 1989 Mrs. KENNELLY (for herself, Mr. RANGEL, Mr. COSTELLO, Mr. HARRIS, Mr. MANTON, Mr. NEAL of Massachusetts, Mr. SMITH of New Jersey, Mr. BENNETT, Mr. SOLARZ, Mr. ACKERMAN, Mr. ROE, and Mr. ERDREICH) submitted the following resolution; which was referred jointly to the Committees on the Judiciary and Energy and Commerce RESOLUTION Expressing the sense of the House of Representatives that efforts to combat drug trafficking and drug abuse should be funded for fiscal year 1990 at the levels authorized in the Anti-Drug Abuse Act of 1988. Whereas drug trafficking and drug abuse are a matter of growing concern in the United States; Whereas the availability of cocaine, particularly the new and frightening cocaine derivative called `crack', has heightened that concern; Whereas a very large portion of the violence in the streets in the United States can be traced to drug trafficking and drug abuse; Whereas the production of, and trafficking in, drugs are growing, and estimates made by the Federal Government show that such production and trafficking will skyrocket with no significant decrease predicted for the near future; Whereas preventing drug abuse before it starts through education is essential to solving the drug abuse problem; and Whereas the estimated annual cost of drug trafficking and abuse to the economy of the United States is tens of billions of dollars: Now, therefore, be it Resolved, That it is the sense of the House of Representatives that efforts to combat drug trafficking and drug abuse are a serious national priority and, to the maximum extent possible, should be funded for fiscal year 1990 at the levels authorized in the Anti-Drug Abuse Act of 1988 (Public Law 100-690).
