Directing the Secretary of Agriculture to formulate proposals to reduce paperwork and recordkeeping required of agricultural producers, to study the feasibility of establishing an electronic system or network to facilitate such reduction, and for other purposes.
Agricultural Program Reporting and Recordkeeping Improvement Act of 1989 - Requires the Secretary of Agriculture to report to the appropriate congressional committees specific proposals to reduce agricultural producer recordkeeping and paperwork requirements. Requires a feasibility study of paperwork reduction through fee-based access to a computerized network utilizing electronic data transmission and video-conferencing.
