IN THE HOUSE OF REPRESENTATIVES January 19, 1989 Mr. SOLOMON introduced the following bill; which was referred to the Committee on Armed Services A BILL To increase opportunities for veterans with service-connected disabilities to participate in Department of Defense procurement actions. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. ENHANCED PARTICIPATION BY VETERANS IN DEFENSE PROCUREMENT PROGRAMS. (a) VETERANS WITH SERVICE-CONNECTED DISABILITIES TO BE ELIGIBLE FOR SDB PROGRAM- For purposes of section 1207(a)(1) of Public Law 99-661 (10 U.S.C. 2301 note), an individual who is a veteran with a service-connected disability (as determined by the Secretary of Veterans Affairs) shall be deemed to be a socially and economically disadvantaged individual. (b) COVERAGE OF BUSINESSES AS SECTION 1207(a) ENTITIES- Section 806(c) of Public Law 100-180 is amended by striking out the period at the end and inserting in lieu thereof `, including small business concerns owned and controlled by individuals who are veterans with a service-connected disabilities (as determined by the Secretary of Veterans Affairs), the majority of the earnings of which directly accrue to such individuals.'. (c) IMPLEMENTATION- Not later than 90 days after the date of the enactment of this Act, the Secretary of Defense shall revise the regulations prescribed under section 1207 of Public Law 99-661 and under section 806 of Public Law 100-180 (and such other regulations as may be necessary) in order to take into account the provisions of subsections (a) and (b) with respect to fiscal years 1989 and 1990.
