Defense Budgeting and Full-Cost Disclosure Act of 1990 - Requires the total life-cycle cost (costs of development, procurement, construction, operation, maintenance, and support) of a major defense acquisition program to be included in Selected Acquisition Reports required for such programs. Requires the Secretary of Defense to implement such cost criteria in a uniform manner throughout the Department of Defense.
Allows a defense funds restoral (a restoration of funds to an appropriation account of the Department) to be carried out only during the first fiscal year following the end of the period of availability for obligation of the funds to be restored.
Requires the Secretary to report to the Congress on the feasibility of the periodic submission of reports on anticipated termination costs of major defense acquisition programs.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the `Defense Budgeting and Full-Cost Disclosure Act of 1990'. SEC. 2. FULL LIFE-CYCLE COST INFORMATION FOR MAJOR DEFENSE ACQUISITION PROGRAMS. (a) SUBMISSION OF FULL LIFE-CYCLE COST INFORMATION FOR ALL SYSTEMS- (1) Subparagraph (A) of section 2432(c)(3) of title 10, United States Code, is amended to read as follows: `(A) a full life-cycle cost analysis for each major defense acquisition program included in the report that is in the full-scale engineering development stage or has completed that stage, with the amount of the total life-cycle cost to be displayed in any summary document as well as in the full report;'. (2) Section 2432(a) of such title is amended by adding at the end the following new paragraph: `(4) The term `full life-cycle cost', with respect to a major defense acquisition program, means the total cost of (A) development and procurement of end items under the program, (B) system-specific military construction for the program, and (C) operation, maintenance, and logistic support over the operational life of items procured under the program, including costs for military and civilian personnel and costs for planned product improvements.'. (b) COORDINATION OF LIFE-CYCLE COST CRITERIA- The Secretary of Defense shall ensure that paragraph (4) of section 2432(a) of title 10, United States Code, as added by subsection (a)(2), is implemented in a uniform manner, to the extent practicable, throughout the Department of Defense. Regulations for such implementation shall be prescribed not later than six months after the date of the enactment of this Act. (c) EFFECTIVE DATE- The amendments made by subsection (a) shall take effect with respect to Selected Acquisition Reports submitted under section 2342 of title 10, United States Code, after December 31, 1991. SEC. 3. AVAILABILITY FOR RESTORAL OF UNOBLIGATED EXPIRED BALANCES LIMITED TO ONE YEAR. Section 2782 of title 10, United States Code, is amended-- (1) by redesignating subsection (c) as subsection (d); and (2) by inserting after subsection (b) the following new subsection (c): `(c) A defense funds restoral may be carried out only during the first fiscal year following the end of the period of availability for obligation of the funds to be restored.'. SEC. 4. REPORT ON FEASIBILITY OF PERIODIC REPORTS ON TERMINATION COSTS FOR MAJOR SYSTEMS. Not later than six months after the date of the enactment of this Act, the Secretary of Defense shall submit to Congress a report on the feasibility of the periodic submission to Congress, on a regular basis, of reports by the Secretary on anticipated termination costs (or the range of such costs) of major defense acquisition programs. The report under the preceding sentence shall include a discussion of any difficulties the Secretary would expect in providing an analysis of the budgetary, economic, and military effects of terminating any such system and of what degree of reliability or accuracy such reports could be expected to have.
