Directs the Secretaries of Agriculture and of the Interior, acting through the Chief of the Forest Service and the Director of the Bureau of Land Management, respectively, to prepare plans for timber sales on lands containing Northern Spotted Owl populations in an attempt to achieve timber sale levels greater than those available under a strict application of the report of the Interagency Scientific Committee to Address the Conservation of the Northern Spotted Owl.
Mandates that such plans contain alternatives for complying with Northern Spotted Owl endangered species conservation criteria in a manner minimizing employment disruption in public timber-dependent communities. Requires submission of plans to the Director of the U.S. Fish and Wildlife Service by a specified deadline. Requires the Director to respond in writing to such alternatives.
Authorizes appropriations.
