Amends the Legislative Reorganization Act of 1946 to specify that pay adjustments for Members of Congress shall become effective at the beginning of the Congress following the Congress during which such adjustment is approved. Declares the period which begins on the Tuesday following the first Monday of November of even-numbered years and which ends on the following January 3 as occurring during the first session of the following Congress.

IN THE HOUSE OF REPRESENTATIVES January 3, 1989 Mr. SOLOMON introduced the following bill; which was referred to the Committee on Post Office and Civil Service A BILL To provide that increases in the rate of compensation for Members of the House of Representatives and the Senate shall not take effect until the start of the Congress following the Congress in which such increases are approved. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That (a) paragraph (2) of section 601(a) of the Legislative Reorganization Act of 1946 (2 U.S.C. 31), relating to congressional salary adjustment, is amended by striking out `Effective at the beginning of the first applicable pay period commencing on or after the first day of the month in which' and inserting in lieu thereof `Effective at the beginning of the Congress following any Congress during which'. (b) Section 601(a) of the Legislative Reorganization Act of 1946 (2 U.S.C. 31), relating to congressional salaries, is amended by adding at the end thereof the following new paragraphs: `(3) Any increase in the rate of pay payable for positions referred to in paragraph (1) occurring because of-- `(A) the lapse or adjustment of any limitation on the availability of appropriated funds, or `(B) an adjustment to such rates by or under any law enacted after the date of the enactment of this paragraph, shall take effect at the beginning of the Congress following the Congress during which the lapse or adjustment of such appropriation limitation occurred or such law was enacted, as the case may be. Such an appropriation limitation or law shall not be considered to supersede this paragraph unless it specifically refers to this paragraph and expressly states that it supersedes this paragraph. `(4) Adjustments in the rates of pay for positions referred to in paragraph (1) occurring under section 225 of the Federal Salary Act of 1967 (2 U.S.C. 351-361) shall take effect (notwithstanding subsection (i) of such section) at the beginning of the Congress following the Congress during which such rates of pay were approved by the Congress under subsection (i) of such section (or, if later, the date prescribed by the President under subsection (i)(2)(A) of such section). `(5) For purposes of this section, the period, during any even-numbered year of any Congress, which begins on the Tuesday following the first Monday of November of such year and which ends at noon on the following January 3 shall be considered as occurring during the first session of the following Congress.'. SEC. 2. The provisions of this Act shall take effect on the date of the enactment of this Act.
